Read before automating actions

OAW here is an experimental pilot, not an adopted industry standard. Sending a consultation is a state-changing action. An agent must ask the user before any POST, accurately represent the pending outcome and never promise availability. The current caller-provided confirmation flag is not independently authenticated proof of consent; production-grade trust controls remain necessary.
